Cecil serves as an administrative hearing officer by appointment from the Supreme Court of Virginia and also serves, by appointment of the Supreme Court, on medical malpractice review panels. He served as a past chair of the workers’ compensation section of the Virginia Association of Defense Attorneys, and he is a frequent lecturer to business and professional groups on employment issues. He also is a member of the Board of the Big Brothers Big Sisters Foundation, Inc. and the Richmond Court Appointed Special Advocates. He previously served as a member of the Board of Directors and Executive Committee of the Big Brothers Big Sisters of Richmond and its foundation.
